The Punjab government has
officially enforced a strict ban on all land transfers carried out without
proper legal documentation, marking a major step toward transparency, fraud
prevention, and improved governance in the province’s real estate sector.
According to the notification
issued by the Punjab Board of Revenue (BoR), no land mutation will be
sanctioned on the basis of oral agreements or informal transactions. The
decision applies to property sales, purchases, mortgages, exchanges, and
gifting of land. However, inheritance-related land transfers will remain exempt
and will continue under existing legal procedures.
The Board of Revenue clarified
that only those transfers accompanied by a duly registered instrument—as
required under the Registration Act 1908 and the Transfer of Property Act 1882—will
now be accepted as valid. This means undocumented claims or verbal
confirmations in non-inheritance cases will no longer carry any legal standing.
Following the notification, Multan
Division Commissioner Amir Karim Khan instructed all revenue officers to ensure
100% compliance with the new policy. The directives have been circulated to Deputy
Commissioners, Assistant Commissioners, Tehsildars, and Naib Tehsildars across
Punjab.
He further warned that any
officer failing to enforce the ban will face strict disciplinary action under
applicable service rules. Authorities have emphasized that the step is crucial
to combating property fraud, illegal land transactions, and land mafia
activities, while ensuring the protection of citizens’ property rights.
The ban on undocumented land
transfers has come into immediate effect across Punjab. Officials reiterated a zero-tolerance
policy, ensuring that all future land transactions remain transparent, legal,
and documented.
